This line I would have thought should be done by the neurologist or PMR doctor.
The OT determines each clients current potential to relearn motor and cognitive skills.
task-orientated approach, I think the task-oriented approach is limiting because it makes the assumption that your motor and pre-motor cortex are only damaged and thus still have some movement. So using that, there is no therapy given for recovering functions that were in the dead areas.
