You can try and find out what the priority is, I found nothing.
Nothing in these 136 pages refers to 100% stroke recovery. So this is all just crapola, not a national priority at all.
Their section title is 'Stroke care' NOT 'Stroke results or Stroke recovery/cure'; that is all you need to know that this plan will do nothing for survivors.
